Powerful but quiet PC for screen recording
This computer will be used for screen recording only. I will buy a separate PC for video editing and personal stuff. What will you be doing with this PC? Be as specific as possible, and include specific games or programs you will be using.
I need to be able to run multiple instances of programming IDEs like Android Studio + 2 instances of OBS screen recorder (1 recording the screen, 1 recording my webcam) + the Android Studio emulator + Chrome on many tabs at the same time. 32GB RAM should be sufficient for that. My current PC can't run 2 instances of OBS at the same time. The recording lags so hard that it becomes unusable. I don't know what's the bottleneck here, but I guess I need a strong CPU as well. Maybe GPU too? I will do the video editing on a separate PC. I will also keep all my personal stuff on a separate PC, so a small 128GB SSD should be enough. I don't need an HDD. The PC should preferably support a screen resolution a bit higher than 1080p. The most important aspect is that the PC has to be as quiet as possible.
What is your maximum budget before rebates/shipping/taxes?1500€, preferably lower
When do you plan on building/buying the PC? Note: beyond a week or two from today means any build you receive will be out of date when you want to buy.in ~2 weeks
What, exactly, do you need included in the budget? (ToweOS/monitokeyboard/mouse/etc)Only the PC, no peripherals.
Which country (and state/province) will you be purchasing the parts in? If you're in US, do you have access to a Microcenter location?Germany
If reusing any parts (including monitor(s)/keyboard/mouse/etc), what parts will you be reusing? Brands and models are appreciated.I'm currently using 2 Samsung monitors and Logitech peripherals.
Will you be overclocking? If yes, are you interested in overclocking right away, or down the line? CPU and/or GPU?no (no knowledge about that stuff)
Are there any specific features or items you want/need in the build? (ex: SSD, large amount of storage or a RAID setup, CUDA or OpenCL support, etc)A small SSD (128GB) should be enough, as I won't put my personal stuff on there. RAM should be 32GB, the case and fans need to be very quiet.
What type of network connectivity do you need? (Wired and/or WiFi) If WiFi is needed and you would like to find the fastest match for your wireless router, please list any specifics.I'm using a Vodafone Easybox and I need Wifi.
Do you have any specific case preferences (Size like ITX/microATX/mid-towefull-tower, styles, colors, window or not, LED lighting, etc), or a particular color theme preference for the components? No
Do you need a copy of Windows included in the budget? If you do need one included, do you have a preference? No

DSL - High Ping
Symptoms: High ping to everything that matters, low ping with speedtests. Low ping for a few minutes after restart of router and while nothing at all is being used.
Testing was done under low load (no games or downloads active).
First thing I did was check whether my router was causing the issue by using "tracert 18.104.22.168"

Ran Speedtest.net again to confirm and also got a lower ping: http://www.speedtest.net/my-result/3626462716
(I ran multiple tests with both speedtest and my ISPs test and they all show ~60ms)
Manual trace still showed ~200ms.

The problem is that the ISP won't/can't do anything because when they test the connection from their end everything is fine. However testing from my end shows the actual state of the terrible connection. I'm at a loss as to what I can do.
I can surf fine, watch videos etc. But with a baseline of 200ms playing games is not possible...
